Every team hits the slow-CI wall eventually. Merges queue up behind a forty-minute pipeline, reviewers move on, and by the time the build goes green nobody remembers what the change was for.

Our fix was boring on purpose: cache dependencies properly, split the test suite using timing data, and stop rebuilding Docker layers that never changed.
